How Refugee Camps Become Permanent Cities
Refugee shelters are meant to provide asylumseekers with basic necessities relief from an often sudden and unpredictable tragedyor lifethreatening situation, such as war. They are meant to be temporary with the goalof getting people back on their feet and either have them return to their home country whenit is safe or have them integrate into an new community. But, this isn't always thecase. So what happens to these shelters and their inhabitants over timeé Refugee sheltersare typically founded and operated by organizations like the United Nations and nonprofit charitableorganizations or NGOs; consequently, funding tends to be unreliable and inconsistent. Sheltersare usually made cheaply and provide only
bare bones accommodations often, the livingquarters will be tiny shacks made of plastic boards or plywood and offer no running wateror electricity. Some get so hot that they pose a risk to the inhabitants' health, especially vulnerable populations like children and the elderly. Often propagated by unsanitaryconditions, malaria and other infectious diseases run rampant. By and large, most of these refugeecamps are not suitable for longterm living. However, some of these camps have existedfor decades, creating a whole host of issues. Located in the hot arid desert of northwestKenya, the Kakuma Refugee Camp is one such community. It has operated since 1991 andcurrently houses nearly 200,000 refugees,
most of whom are fleeing war and violencein South Sudan and Somalia. Some of the refugees are long term residents, which one expertexplains is a problem because, “Refugees who spend years and years stagnating in acamp seem unable to think sensibly, or even sanely. They are impulsive. They burn theirown houses and accuse a neighbor of doing it; wound their own bodies with knives andaccuse others of acting against them out of ethnic differences. Indeed, in 2014 aloneat least 8 deaths were reported in the camp and dozens more were wounded. Tragically,it seems their escape from violence is often thwarted as some of these refugee camps turninto war zones. There have even been cases
where camps become breeding grounds for rebelmilitia. In Lebanon's Ainal Hilweh, thousands of refugees fled their camp after armed groupsbegan fighting there, leaving many in just as much danger as the situation they fledfrom. As one refugee laments, “Everywhere Palestinians go, we have to flee from gunsand bombs. Now our house is gone. Where can we goéâ€ With more than 20 million refugeesdisplaced around the world, and 800,000 expected to arrive in 2015 in Germany alone, refugeeshelters are already struggling to meet basic needs.
